its a req of the item it takes place of like if u found wiz spike hard leather armr persay there would only be a str req i think not sure tho

the item takes the level requirement of the name and the str/dex requirement of the base item.
for example, wizardspike chain gloves would be level req: 61, str req: 25

also, those steelclash gloves could not be from 09 since they have the image of a shield.

and about 09: occy sojs were not the problem. bugged items became a problem when things like 4 socket stormshield, 4 socket valor, 6 socket eaglehorn, 2 socket shako, etc. came into the market.
