Make it 5v5. 3v3 is dumb.
Don't have a team cap. Set a date of finality and take what teams you got. Randomize the bracket and give a 'bye' if you have an odd team out.
Have it hosted on Garena or something the minimizes the lag.
It doesn't have to be done in a week you could have 3 games a week one or twice every week or more. Bunching it all up in a week or a day is just silly and will end up being messy.
Use typical tourny rules, captains mode and no easy mode, no third party programs, single elimination up till the quarter finals, etc.
