Saddam went against Geneva, not the Allies. He placed military targets where they might be "defended" by civilian property. Try our hardest to avoid civilian property, but mistakes will always happen. Geneva states that we cannot target civilian property. Colatoral is not targeting. Colatoral damage happens, and it is very regretable.
As per "spent urinium shells", those are generally used against tanks or heavy armor, and that includes Anti-Aircraft Artillery Turrets -- which were examples of Saddam placing military assets around civilian property.
