I have done many NM and hell forges and I have received an Ist once off of hell forge, I am absolutely sure you can get ist off hell forge. NM and Norm are correct, amn is highest for norm and Um is max for NM.

so far since i have restarted this game again after 5 tries at hell forge i have 3 io and 2 pul runes.

Vex = higher then ist ppl read the other posts around this place the highest dropped is Lo and her minions drop zod><
Put an egg in your shoe and beat that

Ist is the highest GOOD chance countess has of dropping. 1:1109, to be precise.

She can drop up to Lo or something like that, but without the substantial chance bonus, so it's just like killing any other superunique for runes. My bot (in 1.10) found countless numbers of ums, mals, and ists, but never anything above ist from countess.. just a lucky Lo and Ohm off from other monsters.

But of course, keys also drop 1:34, and you can get ists for them, lol.
