That failed because Laharl's RnD team didn't want to join a forum with a shit memberbase. Plus, he didn't work on it as much as like Mike did with Comics or Ryan with Music.

As for this rule matter. We are writing up a new ruleset. Off-topic and Double Postings will be removed from the infraction list. But too many Off-topic posts may be labelled as Spam.
