If their budget is that small... they shouldnt bother taking it down... the computers onboard hubble could realign it to a higher orbit or move it towards the moon to orbit the moon, it would save them the money... if they end up launching a new telescope, it would cost them the money to launch a new one and then to bring the old one down.. the technology may be out dated, but it still works...

I guess nasa wants the best up there and there is no point keeping it if they are going to replace it. Why put it around the moon? I don't think it would do any better around the moon than the other one would do here. It's just a waste of metal blah blah blah if they don't scrap it.
