eld is a very good idea in a sheild cause without it youc could was about 40+ stats into dex.. i don't know how many times ive posted this so here i go again ^_^

You want max block, so Effective Blocking % = 75
Blocking on Gear = SS's block % = 72
Character Level = Your character's level which I presume = 71
So, step by step, we solve for D (I'll do it out for those who are algebraicly impaired)
75 = [ 72 x (D - 15) ] / (71 x 2)
75 = [ 72 x (D - 15) ] / 142
75 x 142 = [ 72 x (D - 15) ]
10650 = 72 x (D - 15)
10650 / 72 = D - 15
147.9166 = D - 15
147.9166 + 15 = D
Dex = 162.9166 or, rounding up 163.
So you need 163 dex at level 71 for max block, not 150. If you level up, you'll need more.
you might have to change your block % to make this work cause u added an eld to it
