Have you ever tried installing it without any extra utilities installed before it?
I'm refering to this arsenal III that you mentioned.
Install SC, then Broodwar Expansion, if you use that, get the 1.09b from bnet.
Then try Xtra Editor, with Nothing Else.

If you have, let me ask you a question about Windows ME.

In Windows XP, you can go into the properties of the install program, and set it's compatibility to Win 2000, Win 98, etc...
Does ME offer this?
If so, try setting it to Win 98.

Here's an off the wall idea, go into the StarCraft file.
Open the Folder Options, from the Tools tab.
Next, choose the View tab.
Set it to Show Hidden Files.

Personally, I don't run "arsenal 3", it is possible some file that it uses conflicts with Xtra Editor.
Try a clean install of StarCraft, then install Xtra.
I have no folders labeled "arr", it should just install in your SC folder, along side SC.

I've done a search of my hard drive, and I have nothing even close to "arr\images.dat" in it.
So, that is really throwing me.

You may have to take a step back, and use one of the old Emerald, or Ruby patches, instead of the Xtra Editor.
They are realatively stable, and do most everything the Xtra Editor does.

Good luck, and keep us posted.

ok i downloaded the mod SCEP2(emerald patch) self executable..... i get these errors when i try to run it:

Stardraft Patcher
Error reading DocRTF->lines, strings:RichEdit line insertion error.

Scep2
Scep2 has caused an error in SCEP2.EXE
Scep2 will now close.

if you continue to experience problems, try restarting your computer.

then i get the same error again and another in KERNEL32.dll

i rebooted, scanned my disk for errors even and it does the same thing again...
