You can find it on Mephisto, but it will not be legit...

Mephisto is known to drop bugged items, if he were to drop a windforce or a gf, maybe ever a schaefers and a cranium basher, it would be BUGGED. So, basically he can, but it would be bugged, and no one with their Ilvl on would trade for it
