Two possibilities. It all depends on what error occured, so please be more specific next time.
Damaged download
The patch, that you've downloaded is damaged, you need to redownload it. Quite possible with modem users. But read the second advice before redownloading.
Original files not restored before patching
If your current War3 installtion (e.g. 1.13) is already cracked you must restore original
war3.exe and
worldedit.exe (if also cracked) before applying the latest patch. The patch cannot recognize the cracked files as valid, thus generates errors. In order to upgrade your installation follow these rules:
1. Restore original
war3.exe and
worldedit.exe. Restored files must much your current version. You can use original v1.07 files with your v1.13 installation - the patching will fail in this case.
2. Apply the patch.
3. Copy the cracked files to your war3 directory.
Always remember to backup the original files. This saves a lot of efforts when it comes to the next upgrading (patching).
Hint: you can rename
war3.org to
war3.exe to restore the original file. If you didn't crack the
worldedit.exe, you got no problems. But if you did, and forgot about appropriate backup, you're in trouble. Gotta find the original file over the net, what actually may be not easy.
