Dude, fuck the mastery, it's overrated.
Now then, onto stats.
Str - With the right gear, you don't need to go crazy on your str..I suggest enough to use all your gear with the help of added str bonuses from your gear. You will still do considerable damage.
Dex - 135
Vit - Rest, you will end up with a lot of vit by 90+
Enr - Base.
This setup with the right gear can own melee and non with ease.

I got lvl 99 ww barb made in 1.09, but I haven't made in 1.10.
If you got lots of LL heres what I suggest stat wise.
Str: 200 + beginning str (its like 25 or something)
Use Item enigma botd steelrender and ss. These items add 100-150 str which = 100-150 ed on sword and axe.
With 300-350 str you got 300-350 ed + the 60 from steelrender so you got 360-410 ed. If you use P botd then you got 400 ed + 410 ed = 810 ed. This should give you 1 hit kills and enough LL based off % to make up for the approximate 50 vita (200 life b4 bos.)
Dex: Enough for blocking. This with sword mast keep chance to hit at 95%
Rest in vita. This will be like 100-150 which seems low but with that amount of dmg with a good LL and bos will make up for it.
Nat resist issue: 1.10 has rainbow facets and other LR items. If your resist is 75 and someone has P facet it drop to 70. If you have 75 resist and 80 resist from items P facet don't work. I would put 10 Nat Resist and 10 shout; or 10 nat resist 10 iron skin. 20 in Nat resist would be gay however, as well as throw as a secondary attack.
My Barbs lvl 1 con (like 7 from adds) does good in 1.10 due to bos synergy which if im not mistaken adds more dmg to con then points in con itself. 1 in con is a good second attack.

sword mast, iron, ww, bos maxed
10 nat
1 inc speed
rest in zerk
I think that no matter what you need 1 in zerk for necros using im, and or phy immune.
You might want to go with axe barb using botd zerker; has same reach as cb (3) and is faster by 10
