Mexican is a form of Spanish, if a Mexican were talking to a Spanish person from Spain, they probably wouldn't really understand eachother much.

Not really, there are bigger dialects and smaller dialects. American english is a larger dialect, redneck american english is a smaller dialect.Well...dialect is more exclusive to smaller regions. Like, in the USA, Northerners speak a different dialect than Southerners. You can almost tell what state someone's from based on their dialect. There are even dialects exclusive to particular towns or geographical locations, like mountain ranges.
The differences between country variants are a little too broad to be called a dialect, although it's essentially the same principle.
