How do u make modes?

Everyone seems to have a program that allows to make modes. Where can I go and get one of those? I want to join in the fun!

Oh and I went to the sitep ) and downloaded a few mods but how do I make them work in SC? I just downloaded them to the desktop and I don't know how to make them work. Like I downloaded the mod that made the seige tank look like a part SCV with Treadwheels. I don't know how to activate it so in the game it makes it look like that.

Well... I opened the mod, and it opens Starcraft. I think, Well the mod it works! Yeah right. Everything is normal and nothing happened.

ARGHHHHHHH!!! I went to the site and downloaded the tripod mod, which turns the aribiter into a tripod with three modes and i won;t open! It says Block Code failed to intalize--Window NT users will see problem. I don't know what that means and what to do! HELP!:scary

Just read the readme. It says it needs Broodwar v1.07. Even if I found out how to downgrade my SC, that would mean I can't go on b.net! Help!
