Okay. I screwed up calculating the fireball's damage by hand. So I went and found a calculator. His fireball will do the most possible damage with these skills:

20 Points in Fireball
20 Points into Meteor
16 Points into Firebolt
9 Points into Fire Mastry
20 Points into Frozen Orb
1 into Teleport
1 into Cold Mastry
