at what level?
it doesnt matter.. it can be any level, you choose.
it doesnt have to be a school teacher.. it could be a private teacher, or a mentor or a lecturer or a coach?
what makes these people in leadership and guidance excellent?

initiative, good experience in the field theyre teaching and helps if theyre from similar background to the pupils... wich kind of falls under understanding i guess..

We had this Brazillian guy for music class, he was safe. you literally couldnt tell who was teachin and who was learning but i learnt more from him than anyone else.

If a teacher is passionate about what they teach, they are generally a good teacher. All my best teachers loved what they taught, which in turn got me more excited about what i was learning.

elementary school: patience
middle/high school: willing to write me a hall pass to skip their class and go sleep somewhere
college: open and willing to discuss ideas, easy to get along with, witty

wit is pretty much the only thing that helps me learn from a teacher.
more likely to be paying attention if i'm more likely to be hearing something hilar at any moment

You don't necessary need a teacher in order to promote maximal learning experience.

Go search Problem Based Learning (or PBL for short) on google, and read some studies done on PBL if you'd like.
