He's referring to the fact that all unit combos can be countered and beaten.
But, mint, people in this thread are referring mainly to a preferred combo, one that they build to before beginning to build counters. If it were ALL scout and react, there would be no unit production. You need an initial build to bring you to units, then as the game goes on develop counters.
Strategy guides are there to help in assumption to a match. Common matchups are: Orc vs. NE, Orc gets Gruntapult. Orc vs. UD, Orc goes Wyverns. The strategy guides mainly build off of these assumptions to tell you the best possible way to counter this. Strategy guides are also to blame for the success of new strategies, because people that follow the guides to the letter have no clue what to do when facing a different matchup.
