Upgraded HoZ > all.

Vortex shields have the most inconsistent damage in the game. They also lack the +skills which allow HoZ to have such a high damage output. They also have the worst blocking out of all the elite Paladin shields, which means if you wanted to max your blocking, you'd need a lot more dexterity, which means you'll have a lot less vitality, which means the HoZ user will both out-damage you and be able to tank more hits. Life Tap isn't going to save you if you're dead. The Defiance aura doesn't make a huge difference either, especially in mirror-matches, since Smite itself ignores defense, and Smiters already have plenty of defense without the aura.

i have a Coh Eth exile Andys visage they are some equip but should i trade a zod rune i got for some belts glvoes etc or keep it till i can make Ebotd n do smiters wepons jsut need to ahve plus skills?

I'm willing to bet that most of you, if not all of your, play on East, where Exile is dominant. You don't know what you're missing out on.

Actaully, I was referring to the people who claim that Exile is best, when in fact they are simply blinded by the unnecessarily high defense and Life Tap. Of course, if you have the resources to do so, you are free to experiment with it. Exile has certainly proven its uses in PvM, and since plenty of people on West still use Exile, you will have a lot of fair matchups. It will be the occasional HoZ or Phoenix users that will take you to school.

It depends if you are on ladder or not.

Getting an upgraded HoZ should be a piece of cake then. I don't know the exact prices, but a Zod should easily buy a good one with some change left over.

No. Comparing several factors...

Blocking - HoZ
Attributes - HoZ
Resistances - HoZ
Smite damage - HoZ
Charge damage and AR - HoZ
Defense - Exile
Life Tap - Exile

HoZ wins.

Defense is not important in PvM of any kind. Besides, no Smiter should be severely lacking in defense anyway. I would be more concerned about resistances, if anything. However, now that you mention you'll be using it for Ubers, Exile's Life Tap comes in handy, though personally I've never had any problems relying just on Dracul's.

If it's for PvP though, HoZ for sure.
