I think you can only do it if you're paying for LJ. Free accounts are ghettoized.

You use override commands that you input on the "Modify Journal" page (http://www.livejournal.com/modify.bml). You can find instructions on how to add a background image here: http://www.livejournal.com/support/faqbrowse.bml?faqid=97

You will need to direct-link the image you want to use, meaning you have to upload it to your own domain (free accounts usually don't work) or find a site that allows direct-linking of their images.

Most of my friends are Early Adopter accounts, thus they have more access than standard users (like me), but a little less than paying customers.
