Wierd 2-minute sign-on delay: Checking Versions

Whenever I start D2, it takes two minutes (exactly) to do the "checking versions" step while logging into Battlenet. It happens regardless of what realm I use. I try reinstalling and it still happens. I reformatted and reinstalled at one point, and it still happens.

I'm running Windows 2000 SP3. My specs:
Abit BP6 motherboard
2 Intel Celeron 366mhz processors
NVidia GeForce 3 Ti550 GPU
Creative SoundBlaster Audigy Platinum sound card (I don't use any 3D sound / EAX crap, too slow)
Cable modem - nice Linksys ethernet card, only modem on this node. Obscenely low latency on my end. (strangely enough I was stuck with AOL until a few months ago and for the first half a year or so after I got the game, I never had a problem. It showed up while on AOL, and has persisted since. I've reformatted since then, so I know it's not AOL. This just proves that it's not internet lag.)
AIC-7850 SCSI controller (optical drives only)
HPT-366 UDMA/66 controller (hard disks only)
My Diablo settings have proved irrelevant as far as I can tell, but basically I set the video preferences to the lowest quality possible except for resolution (800X600) and I only use stereo sound, no 3D or EAX.

It's been doing this for a long time now.

Interestingly, if I try to cancel the process, that takes 2 minutes too. Also, sometimes it tells me that it can't identify my application version, but if I hit the bnet button again it gets right in. Always, however, the first time I try to sign on after starting D2, it makes me wait two minutes.

I tried emailing Blizzard and never got a response.:(
