Instead of Enigma, use CoH. I'd beg to differ, but I'd take Steelrends over Dracs anyday.
Eth Sands are nice, and probably the best if you cannot get Imp Shanks. As far as weapon, possibly a Perfect Eth Titans, since it has a radical 4+ Java skill's It's quite made for this build. Most of your damage will come from lightning from CS, and that will come from + skills.

Don't use dracs or rends. Use some godly rares with 20% ias and other mods or laying of the hands, youre not gonna need life leech or ed when youre doing primatily elemental dmg.

If I was dueling you Cell, I would switch to Wizardspike, 4Topaz Shield (160 Lightning Resist), Ort Blackhorns (30), Tgods, and possibly a 4Ort Armor. That would keep me at 95 Resist even after Conviction was on me, and with the absorb, you would be doing like 10 damage at most. Oh, and the Charge thing: You don't want to come near me.
