NM Act 2 mercs lvl very well in cows, if they can live long enough. Let the merc kill every cow it can only attack when he is in trouble. I highly suggest gear with Life leech like a gaze helm. After that Cow till he is same lvl as you.

Norm Cows - till about lvl 50 (should lvl 2-3 times per cow run)
Nightmare Cows - till you think he can hell cow
Hell cows - till the end of time

Or, if you have 1.11 patch just rebuy him and it will be a higher lvl, maybe same as yours.

i usually do eldrich,,shenk and some of the other guys around that area. it lvls him pretty quick

do cows but instead of letting your merc do the killing, you should do it
in the end, it's much faster than letting your merc kill em all
after that do baal runs (when he's around 70ish) so you yourself can lvl as well

EDIT: oh yea, make sure you grab a shaftstop when at cows and of course, life leech gear (vamp gaze)- these items help a LOT
