Ith Items are made with a hack, and have been very heavily duped. They are described in some detail on our warnings page. Blizzard would have to modify how the game checks Runewords to make it able to detect Ith items, (they aren't checked for dupes like rares and uniques) and as far as we know Blizzard isn't going to do the work necessary to implement Ith detection. If they could just flick a button and delete all of them, I'm sure they would, but it's more difficult than that, unfortunately.
Duped Items:

As far as we know, Blizzard is doing all they can to delete dupes and hacked items now, and don't have any new checks to add in v1.10. So yes they'll be deleting dupes, but not any more than they are now.
If you dont beleve this then dont beleve anything because Blizzard supports diabloII.net and this is about as offical as its going to get until (and if) blizzard releases information.
. But when 1.10 rolls around what will happen to many of the hacks most of us depend on. I may sound stupid, but whats going to happen to hackit and Maphack and all those other misc hacks we use without even thinking about it.
