I'd definitely look at the overall layout of the page. If it's disorganized, the perception from other users believe you to be disorganized. And if it's difficult to navigate, people tend lose their patience. Of course, things like whether the colour scheme is attractive or not also works.

CSS that doesnt look terrible.

Properly used CSS, layout, and naturally adherence to standards.

Oh yeah, and don't forget: CONTENT.

There must be a reason for people to go to a site.

Effective use of white space. Cluttered websites annoy me.

Clutter usually depends on the CSS over the Content.

I am pretty OK with some forms of cluttered site.
