WASHINGTON (CNN) – President Bush will undergo a routine colonoscopy Saturday, and will transfer power to Vice President Dick Cheney during the procedure, expected to take about two and a half hours, the chief White House spokesman said.

Tony Snow said Friday that the procedure, during which a doctor looks for any signs of cancer, will be carried out at Camp David, Maryland, and the president will be placed under anesthesia.

Bush’s last colonoscopy was in June 2002, and no abnormalities were found, Snow said.
What sort of things can we expect from Cheney during those 2.5 hours? It's not a lot of time to get things done, but surely he could squeeze out a pardon or two. A nuclear strike against Iran and a mysterious fire, later blamed on the islamists, that wrecks Congress? You read it here first!

I wonder about the limits to his authority during that time - is he actually considered the President for the purposes of exercising Constitutionally-granted powers, or are only the powers transferred, not the title?

He has full powers due to the 25th amendment. Reason being, it would sort of suck if the president was incapacitated and a nuclear strike against the United States was launched and we wouldn't be able to respond (it was passed during the Cold War). The exact title used is "Acting President".

I wish Cheney would do something good, but nothing will happen.
