The WCG mark is for people who are competing in WCG, which stands for "World Cyber Game", it's a tournament that is held every year, and people will compete against one another around the world. To get WCG mark, you had to register for online preliminary tournament. (which is too late for now, it has already started)
My accounts @west have WCG marks too.
If you were planning to get one, oh well, good luck next year.

Dunno if they've been advertising it, but it's pretty damn popular so I wouldn't doubt it. All of the PROS know about it.
