Wand /w lower resist

at which vendor and in what dificulty is it easiest to find a wand with lower resist on it? like its a charged weapon.

Ive always found them in act5 at malah(spelling?). I guess max is lvl3 LR for charged items, best I could ever find anyways..

i also go with drognan. it's very fast cuz if u get the gates to spawn next to him u'll be doing it like 5 seconds faster

Any vendor in act 5 is good, but some (as DDRaddict mentioned) are easier (therefore faster) to get to.
