It's essentially HTML code using [ and ] instead of < and >. As for HTML, I learned that back in high school. Take a web design class and it'll be a breeze for you too

Yeah, when I saw that, I wanted to copy it. Heh... Still refraining... It looks really cool though man.

And I think it's almost a necessity to learn Hexidecimal if you're going to do anything pertaining to websites/graphical editing.
