Using Hero Editor with Windows ME help needed

I just downloaded Zonfire's Hero Editor, and when I try to open a character to edit, I get a message saying that the file is too small, and I need to set it for single byte letters. I have no idea how to do this on Windows ME. I looked at the explanation of how to go about it that was given in another thread (it was something along the lines of go to control panel, look for something about unicode), but anyways I've had no luck finding anything that allows me to set my computer for single byte letters. Anyone know how to fix this problem?

You cant edit bnet chars it doesnt bring them up on the list its because he has more than six chars and just made the one he wants to edit. Can you tell me with hero editor you downladed?

I'm not trying to edit a b.net character. I know what the problem is (well I'm pretty certain about it anyways), I just don't know how to fix it. I'm using Zonfire's Hero Editor. It says it's version 80.
