Torch stat question

when people say that their torch is 18/18, or 19/18 or wutever, what does that mean? How do i know wut my torch is when people ask me?

If some1 say that theire Torch is 15/15 pala.. Then it means that it got 3 pala skills, 15 stats and 15 all res... hope i could help..
