It's either a blizzard rep (from what I've heard, all the "major" blizzard reps have 1500 wins in every section) or a hacked account.

It can't be hacked. There isn't really a scorehack out there that can allow you to do that. My assumption is, he is in fact a blizzard rep.

1500 isn't max wins, you can get far mroe wins.

Which would require you to go the maximum point of nerdiness to achieve.
