Ok tell me if this works...
You have to have all of the cow king set and an anniulus charm in your inventory.
There is a door in the mountain on the most lower left corner of the map do as the guy says and go into the door you will see a rune shrine that will drop a completely random rune.
I got this info from my friend who plays ladder.
I don't kno if he is screwing with me or it really works.
Try it out. :grunt

There is no rune shrine, only the forge, which isn't anywhere near the cow lvl.

lmfao yea the only thing closely related to a shrine is the forge and that doesnt always drop a good rune
