Suggestion to better forums

We should assign codes to all of the rules, to make it easier to enforce them.

For instance, if someone is trolling, we'll be able to hit the "report post" button and enter something like "This post is in clear violation of ordinance #2507 section C"

Will make it easier for the mods to know exactly what's going on, and allow them to respond and get to the scene quicker.

Also, we need some sort of system to make it easier for mods to get in touch with each other.
"MAJOR VIOLATION OF ORD 2507 SEC C IN AND AROUND CHIT CHAT!! MAY NEED BACKUP!!"
