Steam wont install

my steam wasnt work so i tryed everthing nothing worked, so i redled the install file but then when i went to reinstall it the program wouldnt run neone have idea's how to fix that? because right now im with out steam and other then steam i cant find the update so i cant even play on something like gametiger so im s$*t out of luck

ok iv reld it but this is the error i get

could not initation installation. file size expected=397857244, size returned=236902512 the parameter is incorrect

what do i do?
