Static Field without LM Still ok?

I have a Orb/Met/FW/FM Sorc.

Should I put a point into Static Field without lightning mastery. Is it still usefull. This is my first sorc. If I have a few points in it my +skills should be able to make it usefull yes?

So the question is does static field still work ok without LM?

static field takes 25% health of a monster so it doesn't matter whether you have lighting mastery or not w/ it

isnt it like 75%? the more pts u put into sf, the further it spreads?
