You could if you knew how to replace models in the game and create your own voicepacks.

I think www.warcraftiii.net had it. It's been some months since I've looked though, so I dunno.

(this should be in map development or custom games, no?)

yeah, it was.....crap, I can't remember what the site is, but it's still in the works - they ran into some probs with not enough peeps to work with. It's getting closer to completion though.
