Smite dmg question

someone told me that x% of endhance damage increases smie dmg. If this is true how come when i use an axe with 27% ed, the dmg seems to be at the same...i need answers

ED on armors, helms and such should i believe

u will only see the raw damage but it is there (ex: fort addeding damage to smiters)
