Selecting Talents

When exactly can you select your first talent? I never see it on the level up screen, and i cant find the instruction manual.

level 10, the icon appears on your menu bar. it looks like an arrow shot to a target.

i suggest you talk to a LOT of people and decide what kind of char you want before you lay down a single talent point. ive had to redo talents twice on account of my dumb ass.

yeah i had that mind set, but now im probably going to reset my talents for another 10g because i keep changing my mind.
