1.13e was released a while ago. And Blizzard failed to change the some of the data and IDs when releasing 1.13b, 1.13c, 1.13 d, and 1.13e. That means hacks have had plenty of time to be produced and there are more hacks being used on StarCraft than ever because of more exploits that have been discovered.
So, many hacks ar still used and were updated, and some new ones came out. DOn't let it discourage you. You'll always play some games where people use hacks to cheat, best just to hope for as many clean games as you can play.

Just realized 1.13f just came out. However, it's likely the asme trend will follow and some hacks (map hacks and the like) will be starting to come out again by tomorrow.

Some offsets have been changed. An example is that now EUD conditions fail to operate the way they were intended by map creators, but they still function if you map everything out again with a memory searcher. So, it's possible Blizzard did in fact change enough stuff to make the next twelve hours on StarCraft hack (and sadly Penguin Plug) free.
