Question about bugged rings

Two of the widely available bugged rings, the occy ring and the wizardspike ring have stats of weapons fused to Stone of Jordan rings.

Both Occulus and Wizardspike grant faster cast rate. But on the bugged rings this is changed to faster block rate.

Can anyone explain why?

I dunno why... It's not like that on west...

also its wizardspike GLOVES, not rings
