Don't. Unless you have the godliest gear ever and plan on using insane absorb gear, you won't be strong enough. In all the days of my Diablo 2 Dueling, I have never come across a good shapeshifter druid. They just don't do well in duels (or vs 9k poison in 2 seconds).

First: TooL = Stop spamming.
Secondly: If you build one right it *could* be viable for a few seconds.

I'd suggest fastest possible attack, Enigma, some sort of faster cast, and good resist- and of course, insane life. Hmm..what would be good for a Werewolf in PvP...

Well, you can't cast Enigma when you are shapeshifted, so Enigma is basically useless except for the mods it has.

Eth BotD Zerker or some sort of insane 1 hand damage.

Vampire Gaze with....(socket)
Engima Runeword..Preferably Base defense is 800+ for you.
Stormshield with...(Shael?)
Dracul's Grasp (Hands down)
Aldur's Boots / War Travelers / Marrowwalks (for Str/Dex)
CTA / Lidless / Beast (for +Shapeshifting, etc)
Bul Katho's Ring (5% Leech)
20 Dex, 240+ Ravenfrost
Cat's Eye / Highlords
String of Ears / Verdungo's

8+ Shapeshift Charms
Annihilus
Rest = Vita / Res Sc's

If you build anything right, it's viable. So, get off these forums. You don't deserve to be in our presence.

Shaftshifters are only good, just like Kao said, if you have high life and maxed resist.

Some stats and skill distribution (blah blah, theory)

skills: (wolf)
-20 wearwolf (dont max this out first, just give pt to this when you get a chance)
-20 lyncanthropy
-1 feral rage
-20 fury
-20 Heart of wolverine/Oak Sage (your choice, Oak sage is only +125%, while heart of wolverine has +158 AR, and +153 dmg)
-and rest into feral rage

Skills: (bear)
-20 wearbear (dont max this out first, just give pt to this when you get a chance)
-20 lyncanthropy
-20 Maul
-20 Heart of wolverine/Oak Sage (your choice, Oak sage is only +125%, while heart of wolverine has +158 AR, and +153 dmg. But remember that bear already has good tank)
-rest into Shockwave (learn it once when your lvl 30, good to help you out in lvling)

Stats:
Str: Item Requirement (around 100 should do it unless your using high-str required armor)
Dex: Item Requirement (59)
Vita: rest
energy none!

Equipments (my opinion)
-weapon1: BotD eth Zerk / perf Death cleaver
-helm: Crown of Ages (30% FHR, 30 all resist)/Vamp Gaze with sockets
-Engima Runeword..Preferably Base defense is 800+ for you.
-Shield1: Stormshield with...(shael)
-Dracul's Grasp (Hands down)
-Aldur's Boots / War Travelers(upged) / Marrowwalks (for Str/Dex) / Gore rider (upged) / Shadow Dancer (30 FHS, FRW)
-Shield2: CTA / Lidless / Beast (for +Shapeshifting, etc)
-Ring1: Bul Katho's Ring (5% Leech)
-Ring2: 20 Dex, 240+ Ravenfrost
-Ammy: Cat's Eye (I would use Cat's Eye) / Highlords
-String of Ears / Verdungo's (string for low lvl, verdungo all the way)

8+ Shapeshift Charms
Annihilus
Rest = Vita / Res Sc's

Woah thanks guys. I'll still make one i guess (a Fury one i believe, it is better rite?).

hmmm i'll be missing the charms and the runewords....

Oh yea the reason im making one is because i have made almost every build for every character in the game, so i decided to make a shapshifter druid :)

if your missing out Shaft shifting charms, just put in +2 str scs or all res scs, or the one with Maximum dmg, AR, and str I believe (I forgot! :()

If you dont have Enigma, theres alot of armors to choose from here.

edit

And when your pvming, I think its ok to use Mauls, but in pvp, you definitely need shields.

Yes. If you don't have the Shapeshifting charms, use the Str/Dex/Life/Resist small charms. Anything helps, especially max damage for you. Considering you will not be able to take *too much* of a beating, I'd say go for the most damage you can possibly get.
