I thought you had to be 70 to do those quests? Not to mention you have to be 70 to even get to Skettis (unless you get a lock to summon you) and he would die in 1 hit, every single time.

its rep only, not really a quest, he must of had someone gather all the rep things and got the trinket

Sounds fishy indeed, but he probably went there at level one, and had some 70 party kill him a bunch of birds. That'd give him small amounts of xp, but rep too.

The weapon must be more than level 35, I believe.

The item level must be higher than 35. Item level is different from the required level to wield it. For example, level 70 epics can be as low as like item level 90 and upwards of 115.

It isn't that great. His life is 500 lower than the max. His crit raiting is like 5% lower than the highest I've seen at 19. All he has going is dodge rating.
