Paladin Vengence question

Ok, i have recently made a vengence pally and i really dont understand this.... i have +258% to all elements, but if i add say 3 fire dmg on a charm then it only adds 3 dmg instead of the 11 or so it would suppose to be, why is this?

btw, didnt know where to put so move if neccessary

edit: didnt notice i posted this in open market.... lol, is there a way i can move myself?
