ORb Sorcy Question

K mainly my first MF"er so i figure this i know i need 20 to orb but do i need
20 to ice bolt
20 to cold mastery

and if i want a good static will 1 do? HOw much to teleport: basiclly , can some1 lay down a bulid for me

I just made a orb light sorc and it rocks at mfing right now. I maxed orb, icebolt, chain lightning, light mastery, and it runs yamb right now level 86 with a merc, and it has about 90% success rate killing meph, pindle, countess, Eldritch.
the stats i got are
Orb -20
Ice bolt -20
Chain lightning -20
Light mastery -20
Static -1
Teleport -1
Cold mastery -2
