Correct. But there is a 1% chance taht u get 3 sockets. Some one correct me if im wrong. It may not be 1% chance i just know that u wont get 4 sockets eerytime.

If you do have a NORMAL monarch (not ss or anything like that) and u don't want to waste ur socket quest on it, you could use a cube recipe to socket it. The recipe is:
1 tal rune + 1 amn rune + 1 perfect ruby + normal shield = socketed shield of same type.

i have used this before to get my monarch up to 4 sockets, sadly however, u can only use it if the item has no sockets already
