Need software to make bugged items

Hello , i heard its possible to generate bugged items like bugged tal armor or bugged belt by a software.

Is it truth?

If yes , i want to know where i can get this kind of software.

Well you can just use a character editor (would only work for single player and open battle.net) and edit the stats. But will not work on closed battle.net, obviously.

But items like bug belt :

Cannot be droped , so cannot be duped , there is something who generate this bugged item ... , this is what i need.
