How and where do they spawn? i've been away from the game for a while, and im stuck with 1.7..........but i'll soon be updated.......i've checked arreat and culdnt find nething......???

1.11 you get the latest features, who gives a shit about old bugged items? There are also a couple mods out there to unlock the ladder only items/runewords for single player. No reason not to do it.
