Mousewheel not able to select skills?

OK for some reason even tho in my options i have mouse wheel up and down listed to switch skills, it wont work. Also, whi is it when you click the left attack hotbox at the bottom of the screen, you only get a very small portion of the available skills to put in that box (for the left mouse click) than you do the one on the right?

the left one is okay, only some skills can go there. your mouse scroll must be ****ed up. either restart d2, get a new mouse or stop playing d2.

well my scroll works fine right now and in any other game so it has to be diablo specific.
