I assume the "runes" was a typo there and you meant "how many runs you do". In that case, tecnically yes. In theory, having 250% mf would require more runs on avg than 400% mf. And no, the % doesn't limit you from not getting certain drops... that's all about ilvl and clvl.

However... I have HEARD that the % can affect what magical types drop most often. I don't remember what it is exactly, so here's an example. Again, I'm making up these ranges as an example...

100% - 199% mf = mostly set items will drop
200% - 299% mf = mostly rare items will drop
300% - 399% mf = mostly unique items will drop
400% - xxx% mf = mostlly magic items will drop

In my experience, more mf doesn't equal more unique drops... so I believe this rumor to be true. My opinion is that right around 300% is fine.

From the Arreat Summit: http://www.battle.net/diablo2exp/items/magic/magicfind.shtml

"While there is no cap on Magic Find there is a diminishing return formula (that is not available) that becomes active over 10% Magic Find for Rare, Set, and Unique Items (But Not Regular Violet (Blue) Magic Items). This does not mean that it's useless to get over 10% but it does mean that the benefits drop off as you get higher and higher Magic Find. The most Magic Find is still better than less Magic Find. "

They rate numbers as:

100% - Magic Find Newbie
200% - Magic Find Newbie
300% - Magic Find Newbie
400% - Magic Find Regular
500% - Magic Find Regular
600% - Magic Find Professional
700-1167+% - Magic Find Master

Although they rate 300% as "mf noob", I agree that around 300% is the best, based off of my personal results.
