You could make several units that know Storm Bolt, making sure they have the ability Locust as well (and they have no model so that they are not shown), with a cast range of 99999. Then use triggers to order them to move to the location of the hero and cast Storm Bolt on each enemy hero. Actually, not true, there are two effects for Fan of Knives, one that works as a spray to show that the spell works, and one for the actual target (one that extends to the target). That is because teh animation of Fok does that, we are using tornados as the Art - Missile Art not spreading knives.
