Map Wide Voodoo/Hex

Map Wide Hex

Basically what I want to know is what I would have to do in trigger so that after I cast the "dummy spell" it casts a map wide Hex or Voodoo.

For Voodoo you just need to change the Area of Effect, no triggers requiered. However, I do not see how you could do it with Hex.

Woops, Voodoo was the wrong spell I was looking for hex.

I want it to be so that when the spell is cast in a slam the triggers cast hex on all enemy units.

Put all enemies under the effects of Hex, thats how its done via trigger.

And that trigger would be under what?

Game, Player, Units?

You'll need to create a dummy unit with an infinite range hex that costs 0 mana and has no cooldown somewhere, then use the "Unit Group - Pick all units on playable map area" and cast hex on them in succession.
